Competition and Choice Matter to Wisconsin, State Group Health Program December 10

(Madison, Wis.) - Wisconsin Association of Health Plans Senior Executive Officer Phil Dougherty appeared on the December 4 episode of Here and Now to discuss Segal Consulting's November 17 report to the state's Group Insurance Board. Mr. Dougherty said Wisconsin's community-based health plans are concerned many of the Segal recommendations are wrong for Wisconsin.

The Segal report presents a couple dozen recommendations that will restructure the State Group Health Program and ultimately remove it from Wisconsin's competitive health insurance market. Mr. Dougherty said recommendations such as self-funding and the reduction of competing health plans will increase the state's costs and eliminate choices for consumers. He questioned why the state would want to disrupt doctor-patient relationships.
